Yes, it is stated officially on the product page for the Couerl mount that a player must be level 20 and have obtained their Chocobo.

My question is can you ride a separate non-chocobo mount while having a chocobo as a companion without having to summon/dismiss your chocobo each time you want to ride your mount?

I believe even though Mount and Companion is different, you can't have a Companion summoned while you are on Mounting. The fact that you can't initiate any combat in Mounting proves that there should be no use of having Companion enabled while in Mounting.![]()

Ugh, so I have to use greens to resummon my chocobo each and every time I get off my other mount for it to fight with me?

Yes, this is correct. You can't have both out simultaneously.
Correct. Each time you use a mount, you'll have to resummons your Companion. Guess it's good business for those farmers, eh?![]()
You will be able to grow the Greens in your house.![]()

Does the Grand Company choice affect which mount you get, or do you always get a Chocobo?
