I confirm this. I was not able to ride my Legacy chocobo with my newly created char. Chocobo Permit (i don't remember the exact name) bought from the Grand Company vendor is needed.



This is incorrect. There is a Chocobo ISSUANCE you obtain from Grand Company (for Seals). Redeeming this grants you a Chocobo Mount that you can also have Primed for battle and make your Companion (Need to use Gyshal Greens to summon it).
After you have redeemed the Issuance, you can call any mount you might previously have owned or do own now.



Yes. Every new character need first to get the chocobo licence to be able to ride every mount.
Old characters, who got already their chocobo from 1.0 (not the Legacy chocobo) can ride every mounts the moment they get it from the moogle mail.

he is right. just look at all the posts from people with 1.0 characters who didnt get their issuance. they couldnt ride them
CE items dont come out till the 27th anyways so you dont have to worry about that. you can easily get to the required level in that time assuming youre apart of early access.
but no mount is rideable until you get your chocobo issuance license from your grand company.
