

all legacy and pre-order get early access new account get 1 month free and all 1.0 players get 2 weeks free. I believe this was said few weeks ago.It is highly likely you'll be able to download the client early by virtue of early access existing (but nothing has been confirmed as yet). However, early access is dependant on pre-ordering the new version of the game and has nothing to do with the Legacy status.
Free access periods come with copies of the game and again are unrelated to the legacy program.

Yoshida recently posted an update regarding FFXIV 1.0 users being able to try out FFXIV:ARR at launch that I'd like to pass along:
