That post doesn't say anything about August. Only that it will re-open when Beta restarts. Plus how can phase 4 possibly start on Aug 17th only 10 days from launch with the need of advanced play for pre-orders and possibly a couple days in between for them to implement changes/fixes during open beta.

It doesn't add up unless they are pushing back the Launch date farther out then Aug 27th
