Do everything you can to document every interaction attempt he makes and build yourself a case. Have your friends do so as well. Submit it all to SE and if the situation grows even more out of hand more extreme methods are recommended.
I know you won't want to hear this, but hurting an abuser will likely just cause him or her to run off and hurt people even more. If he has the blame problem I mentioned, then he will likely go and hurt someone else even worse just because it will make him feel better. The answer is to get abusers banned, not be a vigilante. Even if he deserves it, we need to build the case and let the mods handle it. If they don't respond, a restraining order from a US Judge can be applied to social networks.
