I doubt this guy would get sent to jail if you reported him to the authorities, mainly because I read alot of his responses and he seems like he is one of those guys that can't seperate the real world from the fake world. If in the end you do end up having to call the authorities on him I forsee them putting him in a asylum.
To be honest, I think if the offender is actually (very likely to be tbh) mentally ill, making fun of him is kinda harsh.
I used to know a guy who was really quiet, pretty shy. But he suddenly developed a crush on this other guy in his class, and suddenly turned into a complete bloody psychopath ._.
Of course, after he started to get help from psychologists, he started to turn back to the guy he used to be.
While I'm not sure about how frequently, I'm sure people who get in this sort of state (confused between real and fake / obsessively chasing a person who has clearly rejected them) can be put back to normal (probably not the best way to word that)
I won't go into much more details because that's unfair on the guy involved, but the point is that even though people like this can cause a lot of stress and/or fear to the person they're stalking or w/e they're doing, remember that they probably weren't always like that. They should get the psychological help they need instead of being locked away and ridiculed.
Of course, I'm not trying to downplay the effect they have on their victims, especially in more severe cases.

I wish I could totally agree with you on this. Because this is the internet, however, such ill-minded individuals are typically trolls seeking attention using various ways. I am pretty sure the person affecting OP and his friends is fairly aware his actions are wrong and abnormal. Hence, I can honestly the OP's stalker is clearly the trashy person in this case. Only a moron would try to pull stuff like in the real world and think nothing bad would happen to them. The sad part is that this creep is a grown adult who has yet to mature and do something more worthwhile than terrorize OP and his friends online.
That's all fine and dandy, but unless they're willing to admit they have a problem, they won't get the treatment they need, and their behavior will continue until they hurt somebody.
There is a stigma in today's society about those kinds of illnesses, and people don't want to get labeled as anything less than normal. That's one justification for not seeking help. Another is, of course, pride. ("I can handle this" "I don't have a problem, its you who has the problem, I'm perfectly normal")
Until this person acknowledges he has a problem and seeks the proper treatment, his actions are his responsibility.

First of all let's start with a hard truth. Those who are put in psychological help who change...about 1 in 80. This is a statistic from my local community. I know one of the 1's in 80, but these people are very rare.
The reason for this is all about blame. Abusers (emotional and physical) have a great difficulty in admitting they are wrong. Admitting you are wrong is essential for a person to change. Thus a psychologist has a very difficult time working with an abuser.
Yes you are right, Connor. Making fun of him is harsh. More importantly we want the Mods to take this situation seriously. They are the ones who will have to decide whether to ban this guy or not. They are the ones who will see the logs and screenshots involved.
Another hard truth is that the psychologist is the only one who has a chance. The victim has no chance at all of changing their abuser. This is because the abuser channels his or her tendency to blame, onto the victim. It becomes a habit. Another reason the victim has no chance of changing the abuser is the definition of the word love. Most abusers think they love someone and are loved only when the victim is under their control. The abuser really thinks, "If he/she loved me he/she would do what I say!" So the more the victim protests the abuse the less the abuser feels loved and the worse the abuse gets.
...and I just realized I went into lecture mode, but because its useful I will leave it up.
