What is the outlook for our characters, legacy vs. new?

From what I understand, for legacy characters the new Eorzea they find themselves in totally new to them and they haven't felt moment gone by since Dalamud's fall. Meanwhile new characters have been alive and well for the last five years (technically making them five years younger if they are the same age as legacy characters) and likely already know Eorzea has been changed with the new era - in fact they can even say they've been there already. Both are/were foreigners to Eorzea.

So is it fair to say that these two type of characters would have completely different perspectives if you were try to get into their mindset?
