I wanted to give my two cents on a gamepad design regarding the 3rd option. I'm not sure if it's quite what you meant, or how hard my idea would be to implement, however I think if it could be implemented the gamepad gameplay would be a lot smoother.
My take on #3 was wanting to have actions change when requirements are met? I honestly feel that the biggest changed need is an easier switch to a 3rd crossbar(L2R2 suggestion was the best way to have 8 extra slots show up without having to completely rotate your skills then rotate back), and a shortcut to combos(Seeing as, on DRG for instance, combos take up ~9 slots). If we could reduce those 9 slots to, let's say, 3 and then have the 8 extra slots from L2R2 the gamepad interaction would be extremely streamlined and could bring gamepad users closer to bridging the Keybind-Controller gap.
So basically, Instead of holding R2 then Cycling through X, O, Triangle for a "Full Thrust" combo, It would be R2 then X, X, X. Each time a WS hits the current R2+X would switch(Still on this first Crossbar) to the next move in the combo. If it misses, or you don't make the timer it would go back to that combo starter WS.

I didn't really see a problem with Mages on multiple sets with how I set up my crossbars, however I think it could work well with them also seeing as Melee seem to take up more room. (No strong need for Thunder/Blizzard/Fire I and II for instance).
