Simple solution: just join a server listed as "moderately full."
Or you can just join whichever server, because even if it is "mostly full" there isn't going to be a permanent lockdown... they will turn CC on and off on each server as needed to help balance populations. This has been happening during the beta and you can be sure it will happen in release- no server had CC shut off for a very long time.

Don't shy away from a lower-pop server either... even if there aren't tons of other people around at a certain time, the duty finder will link you to every other server in the same data center, so you'll always be able to get a full group for dungeons and guildhests.
