When are we going to be able to transfer our 1.0 character to new servers?

Me and my friends are trying to gather in one server.. we don't want to be separated again .. so how can we do that?
in case the server we wanted gets Full before we all moved there??

I believe the transfer application process will be open sometime during Phase 3, or between Phase 3 and 4, since the transfers will take place when logging in for Phase 4.

If you mean transferring a 1.0 character to a "new" server, likely at least 6 months after release.

Have they said anything about if we can use the appearance of our beta characters from phase 3, for phase 4?
Considering how much time I want to spend on mine if it's going to be wiped on phase 4.

This is just an assumption on my part, but if you save the appearance data for your character you should be able to load it in phase 4. I say this because people were able load the saved appearance data from 1.0 last week as long as they had kept the folders intact.
