Have server transfer applications started yet?

Server transfers haven't been announced yet. But soon. Before Phase 4, I believe.

supposed to be sometime during phase 3, from Regional Data Centers and World Transfers (06/05/2013)

Application Period
Applications will be accepted starting mid-June. An announcement will be made at a later time when the date has been finalized.

World Transfer Date
At the start of beta phase 4.

World Transfer Application Process
During the World transfer application period indicated above, players will be able to select a destination World on the World Transfer Application Page.

I have a feeling the World Transfer Application Page will go up at the same time as the new Lodestone.
