Which server will be the best for middle east players.. because Its too far for us both regions (EU/US - JP) ... so how does this can be helped for us?
What do they mean EU/US servers? is it based in EU or US? cause i dont see them near each other!!

Means NA/EU servers are going to be in one data center and it's probably in Montréal, Canada.
Square Enix Opens a New Data Centre in Montréal

You could try testing the ping to JP and Montreal and seeing which is best for you.
The EU IP is irrelevant since apparently there won't be one at this time for ARR, but it was posted. These are the addresses some people are using for ping testing in the Beta forums.
square-enix.montreal.com / 184.107.107.176
eu.square-enix.com / 209.130.141.243
jp.square-enix.com / 202.67.53.202
So far all of the European players are getting in the mid 100s for montreal and mid 200s for japan. I have not seen anyone on the Oceanic area post any results.

i did already the montreal is better lol 201avg or so vs 300+ on jp servers
that would make the NA center better for you.

52ms for montreal 183ms for JP but i live in FL lol

yea, however i wonder how it will effect gameplay in ARR lol

I think it would affect some what but not a lot. Remember the main reason FFXIV 1.0 lag is really due how bad the servers structure was build. The software they used was really bad for a MMO game and top of that they use crystal tools engine which was a really bad idea. FFXIV 1.0 was half ass everywhere from the servers structure to the engine to the game. I like to add that even tho the team did ask for more time they was not allow anymore time. So FFXIV could have came out like FFXIV patch 1.23 and it would have been fine to they made ARR.
With the new engine and servers structure the world lag for alpha/beta was fine. When i move my char and my gf move her it was only 1-3sec delay while that ok for PVE i'm not sure how bad that would have been for PVP. But if all NA have the same delay i guess it would have only matter if you playing vs JP players.
