As for the PC version, with the correct set up, you should be able to play in 3D. I have the nVidia 3D Vision set up and played 1.0 in 3D with no issues. I plan to play ARR in 3D on the same set up. Basically with 3D Vision, any DirectX game can be played in 3D.
I'm not a console gamer, so I can't comment on if 3D is/will be an option for PS3.
If the game is optimized for 3D is another story. I've played some games that looked terrible in 3D because of the depth of some objects being completely off from where they should be. For example, FPS games where your weapon would look like it was going through the wall if you walked up to it, or the HUD being so far out of the screen you couldn't see it, or the HUD being farther in the screen then your character. On the PC, there are tweaks you can make to fix most of these issues, and nVidia is pretty good about releasing updated 3D profiles for most games as well.
