Only options you have are to make a new character on the server everyone wants to pick or have them create characters on the Legacy server your old character ends up on.

To address the topic, I don't expect a whole lot of brand new players to flock to legacy servers. A few here and there might rejoin with people they knew from back when, but people starting fresh are more than likely going to pick a new server.
