"Legacy" server capacity concerns

There is no need for server capacity concerns. They can close and open character creation as needed to keep populations under control.

This... doesn't really help matters. While I care about server congestion, I care about my friends not being able to create characters on my server even more.

Where are people getting this idea? They said before there would be new servers in addition to the original ones that we could play on.

If you can find a quote where they said that there would definitely be new servers that existing players could transfer to, great. If a mod could confirm this is the case even better. All I remember them promising were some servers where everyone was starting from scratch.
