I wonder if there will be a difference in latency for Oceanics between the JP or NA servers...

Here in New Zealand i found it faster to connect to N/A than EU or JP not by much but it makes a difference in some games!
Yeah so Masamune is a JP data centre.
Latency should'nt be too bad to either JP or NA (as long as it is based on the west coast)
It shouldn't have made a difference, because all the old servers were in Japan.
We will want to test the pings of various locations during beta phase three.
I believe all servers have the same latency regardless of which regional server you access the game from
