No, it's evidence that they made a design decision to avoid marginalizing certain jobs with certain encounters, forcing people to level up all jobs if they want to see all the content in the game.

It's in no way any evidence that it was an "easy" decision, nor that it was a factually bad design choice.

What you personally like or dislike is in no way an indication of a good or bad design choice.
