No one said it was region locked. They just aren't localizing the sale of this OST outside japan. You could always buy it with a proxy.
But 50 bucks for an OST? What a rip off.

Well, I wouldn't call it a rip-off. It's Blu-Ray-only, music and video. How many hours of music* must this be? And yes, the minion is a huge selling point (even as terrifying as a Dalamud minion would seem to be ).

But elsewhere Abriael posted a response he got from Soken saying to please wait for an official announcement, when he asked if it would be released in the west. So there's no hurry, we don't need an answer immediately. (Its release even in Japan is mid-August.)

*Edit: Someone said Soken said this contained 6 hours of music. They even showed a collage of the videos from it.
