When we get access back to our 1.0 characters, will that be our one and only time to be able to make any appearance/race changes or will we still have that option come 2.0?

Can you be more specific about the servers for 2.0, Will the legacy servers be given regions, Maybe based on the strongest presence on that server? Or will we have to transfer to a new server to be on our region appropriate server?
