I live in America however E3 is not open to the public.

They only let people who work in the video game industry, work in retail that sells games or are a part of the press, into the E3 show. Its not like Tokyo Game Show or the recent Gamescom in Europe where they let the general public in.

So how can we drop by to talk or visit with Yoshi?

Other than being an official press about the game or some MLG bigshot or a celebrity (or just plain lucky for finding a ticket into E3).

That's actually a bit misleading. If someone has a ton of disposable income the Expo pass is available basically to anyone that meets the age requirements.

Of course, as much as E3 can be a lot of fun, I wouldn't advise anyone to spend $995 for it (that's how much the expo pass costs as the deadline for the early bird $795 tickets is past, and even if it wasn't 795 bucks is a theft and a travesty), especially considering that it's a press event, and as such most of the juicy events are going to be closed to those that have just an expo pass.

As a matter of fact even if you'd get an expo pass it's not guaranteed you'd get to meet Yoshi, as he'll be very possibly just ba available for pre-scheduled interviews and press conferences. I wouldn't be surprised to see him on stage at the Sony presser (who knows, maybe to announce the PS4 version? :P), but again, that's press only as well.

For that price i'd rather advise to plan a trip to Cologne and go to Gamescom (Yoshi's probably gonna be there anyway to promote the launch, that I bet 10 gil will be right before Gamescom). It's half press and half consumer event and you can gain entrance for 34 euros, but since it's open to the general public most events are actually planned to be attended by everyone, so you don't have as many doors closed in your face.

I did Gamescom in 2010 just pre-1.0 launch. It was great fun, with camping in a part of the nearby park, drinking beers into the early hours with a couple of hundred other gamers. Got an awesome hard-wearing FFXIV mousemat and stickers from the event itself. Only thing I don't recommend is the 12hr coach trip from England lol.
