They're short, but they're jacked. Low center of gravity and beefy arms go a long way, I guess.
I think it might just be Ul'dah. Goblins and qiqirn are seen openly in Lominsa and sylphs are in Gridana all the time. The Ixal have been the enemy of Gridania for much longer. When digging for the year of the Lominsan echoes, I realized that most of the changes we see in the beastmen aren't a result of the summoning but the worship. The sylphs words of warning about summoning must primarily just be about demeanor.
From what I can gather, the Ixal were feathered and friendly long ago, but worship of Garuda led them astray from the wood's balance. She gave them the ability to thrive so unchecked that they were banished from the wood and, over time, this dependence on her took a sinister turn; they lost their feathers and flight capabilities over the generations. This might possibly have been a ploy from Garuda all along: giving them enough assistance for them to worship and depend on her, and then slowly degrading them in a way that they don't suspect she's the cause, thus making them even more likely to worship in hopes that she'd make them whole again. Either way, this desire to return to the skies makes them invent the dirigible a hundred and fifty years ago.
The Ixal have been the enemy of the Elementals, and thus the enemy of Gridania for a very, very long time. They didn't didn't get this paranoid, crazed, and violent until summoning her to this physical realm.
The two possibilities I can see for how they got them are(A) We gave them for trade, which seems like something stupid we'd do. "Here are the weapons you wanted. Also, I wonder if you have a moment to talk about your personal relationship with The Twelve, our lords and saviors. Come back to the light, my children."Whatever the case, I doubt they made them. And I still don't understand why they'd still have them. Garuda threatened to disembowel all the things in vengeance for allowing Ifrit to be summoned. I doubt she'd be any kinder to blasphemous symbols in the hands of her followers.

(B) They stole them from Hamlet raids. As Catapult pointed out, they've been in like this since at least the Hyrstmill defenses of 1.X (nice catch, btw), which means that they might not even be Sharlayan at all. Maybe Louisoix picked up a new weapon when he got here. Maybe the style is much older. Who knows.
