From what I have heard yes that is probably part of the problem, there are rumours going around that it has actually been fully localised, but they just don't know what to release it on, with neither PSP or VITA being that big outside of Japan kinda draws a blank on what to do.
At least it's rare now days for bigger games to not be localised. Though this is the first time i've heard of Bravely Default: Flying Fairy it looks like a good game, gives me a reason to dust of my 3DS.

@Violet_solaria: the rumor is pretty unlikely, so I'd chalk it as a fake (we all know how much some love to stir the pot on SE and many love to invent "anonymous sources" to give themselves credibility) until any sort of evidence is shown. Localization is the only sizable expense for a release outside Japan especially if a game is released digitally. SE isn't exactly the kind of company to spend money on something without using it.
Supposedly it is a credible rumour at least in comparison to the others that were around but yes I have taken it with a grain of salt, just really wish it was true. And yes a good point, they may be holding off on it till it would actually get the attention and sales they are after though, given the lower sales of PSPs and Vitas even with a digital release at the moment it might not get the sales they're after. Really I just hope it'll get a release someday whether it takes a HD remake or simply being localised, being able to play it and understand the story directly would be wonderful.
