That's what I just assumed. Lore-wise though it would be easy enough to excuse as well - that only hyur and elezen bury their dead and that the other races prefer cremation - after all, a cremated body is reduced to dust, making reanimation a complete impossibility, so it would definitely explain the lack of miqo'te/lalafell/roegadyn undead around.
I actually considered this very thing for FFXI, as to why similarly in FFXI there were no mithra/taru/galka skeleton mobs around - they all just looked human/elvaan, and that was because the game's lore seemed to suggest that only the residents of San d'Oria (elvaan) and Bastok (humes) buried their dead, as the only burial ground type zones were either near those two cities (King Ranperre's Tomb and the unnamed graveyard on one of the hills in Gustaberg respectively), or were stated lore wise as being built by the elvaan (ala, the Eldeime Necropolis).
The fact that there are no specific Windurstian 'burial grounds' shown in the game seems to hint that the mithra and taru, being more focused on the natural world and tribal based respectively, would definitely not consider laying their dead to rest by simply letting their bodies rot in a hole in the ground, and would probably incinerate their deceased on a funeral pyre Viking style (having ready access to Black Mages who can cast powerful fire-elemental spells would definitely encourage cremation as well).
In keeping with that, in FFXIV lore-wise I'm liable to believe that specific races/clans prefer cremation over burial , and hence accounts for the lack of miqo'te/lalafell/roegadyn zombie/skeleton type mobs. Or at least, that's just how I'm looking at it.![]()

FFXI had fomors of all races. These were a type of undead although im not sure as to the nature of their reanimation so I cant really comment as to whether or not cremation would be relevant.
Just thought I'd put it out there.
Perchance they are the skeletons of an older people, let's says the Allagans. It's been awhile since i played 1.0, but as i recall for the most part skeletons were found in or around ruins.
Seeing as there is a lot of different theories on what happened to them maybe something to the point that is causing them to re-animate.
I say this as necromancy was super taboo, according to the THM guild, so i've always operated under the assumption that undead were a byproduct of something else.
