They're hoping you forget you want better animations. They're seeing if they can make this count as a substitute for pay to play caliber graphics.
Actually, look closely at the particle effect on the before and after image - The size of the particle effect does matter in showing detail, which is why in FFXI people complained about Taru weapon and armor, because it shows almost no detail compared a galka using the same thing. It's the way they scale things. That's why they upped monster size, so you can see the detail that went into them (as well as easier targeting etc.)

I highly doubt they did this to "hope we'd forget" we want something else, because scaling is just one part of the equation, it scaled with monsters but it was just the effect being resized onto the mob without changing the effect itself, this is a different change that affects the display of it in general which is likely done for a later update to the effects, which by the by, Yoshida already commented will be changed in due time.
