Guess in regards to the RMT deal they could at least make a quest that has to be completed before purchasing land in a city state is allowed. And while it might be annoying maybe they can add a "tend to your property" style system were you have to be actively interacting with your property at least once every 5 days. (such as you showed you went to your chocobo stables, went inside the house etc) Would put pressure on RMTs to have to unload properties faster and cause them to not be able to inflate prices.

yoshi-p said they be a quest and it going to be a long one. He said people be using inn for a while before they can get access to the housing but not sure how that going to work. From the last live letter it seem everything is very casual not sure why they making getting a home such a pain in the ass maybe RMT issue like your saying.

In the live letter it stated you will only be able to have one house for a while after release (no given time) eventually you will be able to have multiple and and buy/sell/trade/gift whatever is the plan. But it was stated what you buy as first you will be stuck with for a while, who knows how long might be short or long time.

f; OK moving on to next question, regarding housing, say first you buy a S size and then move into a M size housing, is that possible?
