This really only affects XI players. When you remove the physical token, any new character created doesn't receive a satchel. Really don't see the point of having both unless you never carry a phone.

The announcement says the token won't be usable until after 19:00 GMT

Your backup system is the emergency removal password, log into your account, copy the password somewhere safe and it can be removed in seconds, just done it myself after I flashed a firmware and my backed up data didn't work.

My first thoughts exactly! I imagine I'll eventually cave and get the software one so I can at least log in to the official forums from work. Assuming work won't block the login screens or anything...
