This is an opinion I share.I agree with finiteHP, there is probably much more to the Padjal-producing line than is shown. My guess is that O-App Pesi, E-Sumi Yan and the Senna sisters are something like fourth cousins twice removed. We don't know their exact ages, so they could be from totally different generations.
Mind you, I find it interesting that the three Sennas are referred to as siblings, suggesting that the one Hyur mother gave birth to three padjal, and ones that rose to become the seedseer council no less - this would have to be very rare.
I was actually thinking about that possibility earlier today, that they weren't actually directly related and just happened to come from different generations! The forums read my mind! o.o
We still can't say for sure because we don't know their exact ages, but it would make sense, even with Kan-E calling Raya-O and A-Ruhn "sister" and "brother"--they're usually addressed by those titles by the general populace anyway (ex. Brother O-App, Brother E-Sumi), so yeah, they could just be acting as siblings since they're in the same family, when in fact they might be, like...hundreds of years apart.
...if that's true, i guess that means i'm not going on a date for a very long time. Not that it has much bearing on Eorzean culture, but I think there are laws in the US regarding relationships with adults who look like minors. If not, then at the very least it's socially awkward.
