If I was director/producer, not only would there be bear enemies, but there would be a playable bear race, lost bear civilizations complete with ancient bear technology, bear gods, and a bear-shaped collector's box.

But alas, I am not... However, that doesn't mean I can't take your requests to the Monster Team (how awesome would it be to have that on your business card).

Cross your fingers, and pray to the bear gods that one day the grizzlies will descend from the mountains so that we might slay them for their phat loots.

I'd imagine bears, snakes, horses, tigers, sharks, etc. to all exist in the world of Hydaelyn since NPCs clearly talk about them on multiple instances and there are things such as armor and quest dialogue which hint towards their existence. Below is post from Bayohne and the lore team in regards to horses. I feel something similar probably applies to bears as well.

The Lore team has been keeping busy and responded to a few more questions since we last heard from them. A player pointed out that there exist horse stables, but there aren’t any horses around. I’ll let the Lore team take it from here!

For some time there have been murmurs saying “Hydaelyn is a world where no horse exists,” but this isn’t the case at all. We actually created the whole world view with the vision that horses and their subspecies inhabit (or used to inhabit) the world.

For example, one of the four High Houses of Ishgard, the House of Fortemps, features a red unicorn on a black background for their crest’s motif. This unicorn is one kind of horse species. Shields that NPCs have equipped also have unique drawings on them, so if you are interested, try hunting those down.

Also, Odin, which we introduced in the 2.0 documents, is also riding his famous steed. While I can’t get into too much detail, we have laid down the proper foundation for Odin’s companion.

So while it may seem like there are no living horses in the currently accessible areas of Eorzea, there are in fact horses when you consider the entire planet of Hydaelyn.

Hyur and Lalafell travelled to Eorzea long ago and it is because their ancestors utilized horses as mounts that you can see remnants of this in their speech and crests.

So… why aren’t horses imported in modern day Eorzea? The reason is that trustworthy chocobos, that are better suited for the weather and environment of Eorzea, exist.

But Mtoto, in that case, the only KNOWN horse in Eorzea (which was mentioned in a La Noscea levequest, up at camp Bald Knoll, other than the ones mentioned in that post)was murdered by Efts...Since we have the lore section open, I would just like to know these other creatures placement in the realm. Though, if we have bear enemies, that'd be amazing. Admit it, you want to see bears.

Could it be that a big shaggy bear would be too hard to animate? I suppose if they're designed the same way as Aldgoats, those aren't much bigger. That's not to mention Great Buffalo.
