It's hard to tell, but we also need to distinguish between king and primal.
A dragon/wyrm king is more like a significant dragon than a god (maybe think monarch vs pope) and we already know of a few.

Nidhogg is also a great wyrm and a dragon king depending on translations so if wyrm denotes kingship of dragons then by being the wyrm king Bahamut would be the king of dragon kings. We know that Bahamut is a Elder Primal from the end of an era synopsis and we know that Dragons worship a god. A king of kings is a title so high that it could be reserved for a god. It may not be as simple a distinction as all that but still. =P
