There is literally no reason to own a PS4 for the first year or two.
There's no indication that the PS4's storage won't be expansible. So no, there aren't any "storage limitations" in sight.

As for memory limitations, there's no indication that PC games will ever require more than 4 gb of memory in the upcoming several years, this without mentioning that the PS4's 8 GB will be shared, which is more flexible than usual PC memory.

Even in the sci-fi scenario that sees the PC version overtaking 8 GB of memory required between system and video, assets can be downgraded to fit in the PS4 version only.

So no. There's no possibility for the PS4 version to "limit FFXIV", but mind you, the same can be said for the PS3 version, as it limits only itself.
