I think there should also be a penalty of some sort if the camp is captured or destroyed. Possibly a more anima costly telepot to the camp or no teleporting while it is under control of beastmen.

Public quests would also be a nice touch. Something like a rank capped fight of a beast in a region that takes a group to take it down. Maybe some crafting quests similar to this.
While I can see people being annoyed if they can't go to that camp, I think it would server to "motivate" players to take back the camp.
