The way I would go about this is make an animation of walking in place like what you have, then move the whole object/image across the screen to make it seem like it's walking somewhere.
If you want multiple things moving across the screen, best way would be code. wink wink nudge nudge?

Now you know why a lot of people consider traditional 2d animated movies much more of an art form than modern 3d stuff, regardless of how incredible the 3d movies can look
Anyway, unless you go Flash or some specific animation software, you're probably looking at frame by frame. Although newer Photoshop versions do have a timeline and such for creating animations, which makes it easier to move characters from right to left for example to make it look like they're walking.
BTW, Flash does have a complete bone system for animating 2d characters, and your drawing style is well suited for vector, so might be worth looking in to.
I disagree, it wouldn't have the pencil-drawn feel to it if it was done that way.

What I mean with the style fitting with vector, is that Nique uses reasonably sharp outlines and sharp shadows, as well as relatively few colours. You will of course lose some of the sketched look, but that's often the case with animation.

Kinda makes me sad that my Rester Kitty is gonna be race/name changed to a Mama Lala....sooo many cat filled memories...Like that time I had the urge to chase the Quiqirn beastmen around when I first saw them in Limsa...
