It's always been this way. Whatever date they've given for well over a year now is the day prior for the US.

when we get on the beta forums there will be an exact time set for first testing period. From there you can figure out if it is on the 24th or 25th.

Best guess would be 25th both, maybe around midnight US time(pst most likely) and mid-day JP time.
