I suspect some gamepad users are going to get annoyed having to constantly hold down either L2 or R2. I'm hoping to use the keyboard UI, but still be able to move and pan the camera via controller as I did in 1.0.. But so far they've made it sound like the two aren't compatible this time around.In one of the many interviews Yoshida mentioned how the Cross Hotbar works. Essentially if you press one of the trigger buttons, it brings up the hotbar, when it's up if you press the corresponding button (arrows, triangle, square, circle, x) you execute that command. Each different trigger button also brings up a different hotbar so with two button presses you execute a command. There is also a button to cycle through bars if i'm not wrong.
This gives you access, at minimum, 16 different actions with the press of two buttons that are very comfortably placed.

At the very least, what they should do is make it so you don't need to hold it down. One press highlights the side that it activates, and if you press the other button, the other side is highlighted.
I agree, when I first read how they planned to implement it, I had the same idea. And you could just press the side that is highlighted to dehighlight it. If enough people feel that way in phase 2 they will probably add the option to lock the trigger in settings.
I'm more concerned with movement adjustments. The way camera and movement controlled in Alpha was awful and wouldn't translate to gamepad functionality at all
Have you ever played Tera with a controller? I am guessing it would play something like that.

What exactly was awefull about it? I wouldn't say it was aweful, just a little annoying at times in Dungeon runs when changing targets and not changing default and setting lock on keyboard.
We are not going to know anything in regards to controller and the changes till Beta.
