They pretty much clarified this with in the full post you can see in translation thread.

Regarding items that has been bounded.
Even if it's characters under the same account we are planning to not allow items to be sent/received.

So you won't be able to donate bound items to the free company bank as well.

That's a pretty large presumption, as one would think the bank can hold untradable items. If not then there won't really be any point to the FC bank.

I don't know if you can put them in. But I'm 99% sure no other character will be able to use them.

I think we should fish for a rep response on this one for clarity.. No point donating them to the FC bank if no one can use, and no point of an FC bank if you can't share valuable items.

You can still put in mats and fresh crafted gear. On our LS forum we have a DoH&DoL order list. If someone need something or have something to give away he can write it in the list. With the FC bank we can then just put the item in the bank.
