I don't see the logic in the necessity of another class at launch just because there'd be an imbalance of the starting battle classes per city. Gridania and Ul'dah both had 3 battle classes each at 1.0 launch and that didn't stop them from only putting one battle class in Limsa Lominsa at the start.

In 1.0 the choose between starter class (not only the battle classes) and starter city was separated.
But in ARR you only choose your starter battle class and the starter city is tied to the class you choose.

Gridania get ARC, LNC and CNJ
Ul'dah get PGL, GLD and THM
And Limsa would only get MRD and ACN
