Yeah Im thinking the Crystal Tower is actually going to be in Coerthas near Behemoth's Dominion since in the cutscene its in the same snowy zone. The OP pick i would guess Mor Dhona as well.

And if it isn't, any ideas as to what/where it is and if there has been any artwork released of the new Ul'dah?

How does that look anything like uldah at all to you. Can't you see the fences and tents? It's a camp somewhere.

If not mor dhona, it's a new area. The art for the cities is not wildly changing, which it would have to to look anything like that.
