Coming from someone who plays in low-traffic time zones, or at least non-EN time zones, even shout groups were difficult to form due to the lack of EN speaking players logged on, let alone a recruit function that no EN players used. A global shout filter would allow you to see the rare shouts without spamming through the huge list of JP parties.
I guess you can't relate.
