Never got that problem, I used to pay a lot of leech party on XI and never got banned, or even the ppl who do the PL got banned. I remember once on Aby mis coast i was on a leech PT and people who was doing leech party on altepa came because they want to take that spot, so i called a GM because our leader asked if someone could do it. No one got banned, but the other people left the place on peace and i got my money back because i helped xD.

if your paying them in money = banned

if your paying them in gil = who cares?
