Nope, underwater in a bubble. Players can see leviathan swimming outside, above, and below them.

Im not prepared to request stuff so far outside the norm that it pidgeonholes their battle design. A ship combat, however, has already been done, and can be effectively choreographed without forcing the underwater factor this early into 2.0's life.
