when i read the topic i thought to design weapons that she drops.. not weapons that she is going to carry with her.

I disagree, I think it will be great to have a weapon set for each primal, each with its own elemental stat. If they focused more on elemental stats and effects in ARR then that would make each weapon quite unique even if the base damage is pretty much the same.

imagining a ramuh's weapon having a chance to proc lightning dmg, that inflicts also a paralyze effect to the opponent.

leviathan's weapon which can proc a waterspell, which heals a portion of damage.. garuda for a damage over time proc (like wind spell), ifrit's weapon that procs a direct fire damage spell. etc.

That would be the Hindu god. The only similarities between the two are the destructive powers of both, and their shared name. I'd think having Shiva weaponless Mage would be the most obvious answer. She could use a Sword and Shield, similar to her FFT appearance.
