I think it would be useful (specially for ps3 players), but it would take them a bit to design one at least mildly on par with a popular PC alternative.
a TON of devices now have skype/ts apps.
For my LS/FC, they don't have to talk, but they do have to listen.

SE needs a age to compete with other MMOs, just having the option to do the voice chat without the third party software would be great. I been frustrated of joinning parties for endgame content like dark-light gear parties and people not having the software ready. They don't need to talk but need to hear the commands from party leader.
All of the oh I don't have the software let me install it or I cannot connect what were the settings again? Plus PS3 players would really benefit from it. I bet they will get the voice chat requierd, oh you don't have it? Sorry cannot use you in the party. With having regional servers the bandwith is not going to be bad and it does not have to be ready by release but it would be a great improvement in the social and party aspect of the game.

Wish it did, the PSP has it but not the PS3. Would be nice for me and my parents to communicate with video chat and have my kids talk via video.
Anyways for the official VOIP service in-game it's not going to happen per YoshiP so that's that. JP thread also talks about voice chat and I mentioned that it will give advantage over players who use vs who don't specially for stuff such as PvP or full alliance raids being implemented in ARR. Some JP players for one don't want their voices to be heard and don't want to break their image of their character...
Also I think on legal end it's going to be hard when there are disputes via voice since nothing is recorded and for SE to record all the conversation just in case some issue may arise is just additional cost they don't need at this time imo.
Most already uses skype, vent, ts, munba, etc services so just stay with those.
At later time when the VOIP users start taking over the PvP and other contents over none VOIP users then they may start thinking something but at this time it's just too much hassle for them imo.
