Call me pessimistic, but I seriously doubt they meant more than that the characters people spent 10+ minutes creating, would reappear at level 1 before the first moments of their character growth, on launch day.

This point might actually benefit from clarification. Although I my self won't be creating a new character.

In beta test phase 4 they will be carried over, and this phase will be the open Beta phase.
