I actually read it the same way seirra did, you get to keep your character, so your name and looks but not levels and quests completed. But seems like I am wrong.

character data can be anything really.. lol, i have a vague feeling that what you guys think is not what you guys hope. Is sound too good to be true. because i have been in many beta, only a few in fact let you keep your level, but most popular IP doesn't.

At Beta 3 you can import your 1.0 character. At the start of Beta 4, anything you did in 3 will be wiped. They are looking at allowing Beta 4 progress to carry over to launch, but it is not guaranteed at this stage. Probably won't know until Beta 4. Characters created in Beta 4, however, will be carried over (even if their progress isn't). That's about all we know.

Same here. When Phase 4 rolls around, we have to re-upload our characters because they get wiped. So at this point can we change race/gender too? Do we have to wait until full release to change race/gender and we are stuck with our 1.0 race till release?

My take on this is that the reconfiguration of our characters will be at beta 4, mainly because on beta 3 probably only Legacy players + the selected people will be playing it, but not every player whom ever created a character, but as the phase 4 rolls, the open beta, every 1.0 character will be available to everyone who ever played the game, so it would make sense to allow the changes from there, up to some point after release when they'll disable the option.

Beta Test Phase 3:
All FFXIV service account holders qualify as testers in phase 3.
That should mean everyone who bought v1.0 and registered their code. It's still possible people *deleted* their FFXIV service account or whole SE account, but most probably just cancelled either.
