A small part of the problem here I believe is the game itself, there is little or no reason to talk to people, it's effectively a single player game with other people occasionally beating you into a Behest.
Short from doing Behest's there are no things within the game for you to socialize with people outside LS chat and pt's, and considering the PT finding system is so dire, pt's are generally only between LS and people who are already your friends.
I'd chat more while crafting, if the damn system wouldn't wipe my sentences halfway through whenever my current synth bar runs down, or i click an option to continue the craft.

Even when that happens, hit space, then up arrow, and you have your sentence back. Same if you type something and cancel it with escape. You can always get it back.

It's normal. Someone talks, but it is rare.

The problem will get better when there's more content. Right now a large portion of the playerbase logs in, leves, and logs out. When there's more stuff to do and more reason to stick around, they will. I'm sure there will be shouting fights in Wyrmking's Perch before long.
Everyone's just waiting. They don't want to emotionally and socially commit to a game that might be in the trash by the end of the year. THEY'RE AFRAID TO LOVE AGAIN.

I find I'm doing behest with largely Japanese dudes. Fantastic for taking mobs down but not to much conversation.
I hear the Japanese talking way more than the western lot do.
