Levelling in ARR

He didn't say that. He said that Quests/FATEs/Dungeons would be primary, but that you could still level in xp parties. XP parties just won't be the most efficient.

i remember him saying it would just not work then again translation could be wrong it the case most of the time. If wont be the most efficient then no one going to do it people going to do dungeon most of the time stand in there fav spot in the game and sign up for dungeon finder and spam dungeon that what pretty much people did in wow that or quest which i dislike doing for some reason i found that more boring and took more time but i guess we wait and see how SE does it.
