Does it mean that If I level my level 0 blm to level 35, I get to keep my progress when 2.0 goes live?

During Phase 3 it seems progress won't carry over, but I think it will during Phase 4.

It hasn't been confirmed as of yet I think, but I imagine and would honestly place my bets that gear will scale to the level mandated by the content.
