I doubt he said that, in fact it is not yet decided what new race will come up next.
The only quotes I have found on new races:
Live Letter IV [1:10-1:11], November 2012:
"The Viera are extremely popular amongst our overseas players, so we're really thinking hard about this one.
We'd also been considering a dragon-blood tribe - something more beastman or reptilian..."
"It's not like I'm saying we have decided on Viera just yet. We would like to look into it."
"You can assume it would be for an expansion pack."

I think he just mentioned that, at some point, he even considered adding Padjal, but it was too human-looking. He didn't say they're going to be added (but who knows, maybe in a few years perhaps).

The problem with adding the padjal into the game as a playable race is they would have to be restricted to being Gridanian, as it's the elementals that turn people into them as their 'chosen' - because of this, the padjal function as Gridania's leaders, making them less inclined to travel the world killing monsters and stuff that an adventurer does.
No doubt Yoshi-P probably realized that right away as well, and hence his reluctance to do so (besides the fact that they're indeed still very human looking).
I think Yoshi mentioned it along with adding a race that is to beastmen like would also be an issue.

Yes they do need more less human type race but adding padjal race is not a big lost and it can be easy explain why you allow to become one Vs of the idea of a demon like human race comming out of no where and now you can use them. Storywise i think padjal fit the bill of being one of the first new race being release because it's simple to explain without to much issue.
that just my two cent.

A few other interesting tidbits if I recall correctly:
The term "Thousand Maws of Toto-Rak" stems from a beast of specifically padjali myth.
The elemental of nhilism refers to the "pact of Gelmorra" at one point, inferring a responsibility placed upon by the padjal by the elementals. It may even be when the padjal first came into existance.
From the Lodestone:
So yes, the padjal can have their own children (don't ask how this works) and it thus appears people are born as padjal and grow until they reach a certain point, after which they become "ageless".Eldest of three siblings of Padjali ancestry, Kan-E serves as head of the Seedseer Council─the central governing body presiding over affairs within the city-state of Gridania. As is common amongst those born of the prestigious Senna line, Kan-E was blessed by the Twelve with the gift of prophecy, her visions hauntingly clear and detailed. Before reaching her sixth nameday, she had already predicted a devastating fire and a locust infestation, earning her remarkably early admission to Stillglade Fane. After becoming a Sister of the Twelveswood, it was not long before she had risen to Elder Seedseer and left Gridania to live in the forest with her siblings, where she served the city-state by communing with the elementals, maintaining the delicate balance betwixt man and nature.
