They pretty much do become there own race lol i think yoshi-p said he want to release more race and the padjali would be one even tho most of them are elf with the gift they got from the elementals like you said.

I think he just mentioned that, at some point, he even considered adding Padjal, but it was too human-looking. He didn't say they're going to be added (but who knows, maybe in a few years perhaps).

I think Yoshi mentioned it along with adding a race that is to beastmen like would also be an issue.

Yes they do need more less human type race but adding padjal race is not a big lost and it can be easy explain why you allow to become one Vs of the idea of a demon like human race comming out of no where and now you can use them. Storywise i think padjal fit the bill of being one of the first new race being release because it's simple to explain without to much issue.
