The chocobo is definitely legacy. It has the black tips, as well as the unique barding, as well as the mark on its beak (which you can also see in the art of it).
I kinda think the weird goggle things must be for locating something.
As for the marks...considering they appear on their CLOTHING, I'm not sure if these are the same marks we'll get or not. I kind of assume our marks would have to appear somewhere on our skin. But it might be the same mark, I dunno.

maybe the mask is for hunting Odin/Louisoix or finding Bahamut or...tracking the down the Echo users to help them again...
or just really cool mask lol

My guess is the circle of knowing and various others (Raubahn, etc.) created a new group of individuals to look out for the return of the adventurers sent through time by Louisoix. The eye icon indicates that they are watching or searching for their return, and the devices are used to facilitate that task, either by letting them see aether fluctuations (time warps?) or to somehow recognize adventurers that have been sent through time.

So they have been given the devices to find people who have traveled through time or the void or whatever else... I have seen this before... We must all be covered in "void stuff" we do need a Doctor Who reference in FFXIV
